Organizational Meeting of the Quincy School Committee
Organizational Meeting
An Organizational Meeting of the Quincy School Committee was held on
January 8, 2020, at 6:30 p.m. at the Coddington Building. The following members
and members-elect were present: Mr. Anthony Andronico, Mr. Paul Bregoli,
Mr. Douglas Gutro, Mrs. Kathryn Hubley, Mrs. Emily Lebo, Mr. Frank Santoro, and
Mayor Thomas P. Koch, Chairman.

Also present were Dr. Richard DeCristofaro,
Secretary and Ms. Laura Owens, Clerk; State Representative Bruce Ayers; City
Councillors Brad Croall, Noel DiBona, Nina Liang, David McCarthy, and Chuck Phelan;
Deputy Superintendent Kevin Mulvey; Ms. Sarah Anderson, Ms. Rita Bailey,
Ms. Christine Barrett, Mr. Michael Draicchio, Ms. Marisa Forrester,
Dr. John Franceschini, Ms. Julie Graham, Mr. James Mullaney, Ms. Ellen Murray,
Ms. Maura Papile, Ms. Erin Perkins, Ms. Kimberley Quinn, Ms. Madeline Roy,
Mr. Keith Segalla, Mr. Edward Smith, Mr. Lawrence Taglieri, Ms. Bridget Vaughan.
There was a moment of silence for members of the armed services at home and abroad.
School Committee Members Sworn In
Mayor Koch proceeded to swear in Mrs. Kathryn Hubley and Mr. Frank Santoro
for the 2020-2023 term of office. Mr. Paul Bregoli was sworn in by Mayor Koch
privately earlier in the day.
Mayor Koch acknowledged the City Councillors present and Dr. Allan Yacubian.

Mayor Koch then opened the Organizational Meeting of the Quincy School Committee.
Dr. DeCristofaro called the roll and all School Committee members were present except
Mr. Bregoli (arrived at 6:45 pm).
Mrs. Lebo made a motion to open the nominations for the Office of Vice Chair of the
School Committee for 2020-2021. Mrs. Hubley seconded the motion and on a voice vote,
the ayes have it.
Vice Chair Elected
Mayor Koch asked for nominations for the Office of Vice Chair of the School
Committee for 2020-2021. Mrs. Lebo nominated Mr. Anthony Andronico for the
Office of Vice Chair for 2020-2021. Mr. Gutro seconded the motion.
Mr. Santoro made a motion to close the nominations for the Office of Vice Chair
and Mrs. Hubley seconded the motion. On a voice vote, the ayes have it.
On a roll call vote, Mr. Andronico was unanimously elected School Committee Vice
Chair by a vote of 6-0. Mr. Bregoli was absent.
Mr. Andronico’s Remarks
Mr. Andronico began by thanking his colleagues for the honor of their vote as
Vice-Chair and thanking Mrs. Lebo for her service as Vice Chair for the past two years.
Mr. Andronico is looking forward to building on the successes of the past years,
completing work on initiatives underway, and moving forward on new initiatives as
Quincy Public Schools aims even higher in the coming years.

Mayor Koch thanked the City Council for their continued support of the City’s
educational goals and Representative Ayers and the state delegation for their
work in securing educational and MSBA funding at the state level.

Secretary Appointed
Mayor Koch asked for nominations for the Office of Secretary to the School
Committee for 2020-2021. Mrs. Hubley nominated Dr. Richard DeCristofaro as
Secretary to the School Committee for 2020-2021. Mr. Gutro seconded the motion.
On a roll call vote, Dr. DeCristofaro was unanimously appointed Secretary to the School
Committee by a vote of 6-0. Mr. Bregoli was absent

Clerk Appointed
Mayor Koch asked for nominations for the Office of Clerk to the School Committee
for 2020-2021. Mr. Santoro nominated Ms. Laura Owens as Clerk to the School
Committee for 2020-2021. Mrs. Lebo seconded the motion.
On a roll call vote, Ms. Owens was unanimously appointed Clerk to the School Committee
by a vote of 6-0. Mr. Bregoli was absent.

Mr. Bregoli arrived at 6:45 pm.
Mayor Koch made a motion to amend the record to reflect Mr. Bregoli’s vote for
Mr. Andronico to serve in the Office of Vice Chair. The motion was seconded by Mrs. Lebo
and on a voice vote, the ayes have it. Let the record reflect that Mr. Andronico was elected
Vice Chair unanimously by a vote of 7-0.
Approval of Subcommittee Chairs &
Members
Mrs. Hubley made a motion to approve the Subcommittee Chairs and Membership for
2020-2021 as presented. The motion was seconded by Mr. Gutro, and on a voice vote,
the ayes have it.

Adjournment
On a motion by Mrs. Lebo, seconded by Mr. Bregoli, the Organizational Meeting
adjourned at 6:50 p.m. The ayes have it.
